David Melzer, President and CEO of Property Claims Consultant, worked in the insurance industry for over 10 years. Through his tenure, he witnessed the mishandling of claims, the attention to the bottom line, and most importantly, the lack of clarity and accessibility of information for property owners. This is when he recognized the value he could provide to the insured. The concept of PCC came to him by asking the simple question, “Why can’t the everyday homeowner get access to my knowledge?” Well, now it can! After receiving his bachelor’s degree in business management, David set out on his first role in the insurance world. He started working for a large insurance carrier in 2011. He has since worked for multiple insurance carriers and held multiple positions for large insurance companies. He set out on his own, starting Property Claims Consultant in the midst of the 2020 pandemic. His goal has always been to help any and all policyholders with their insurance claims. There will never be a claim too big or too small for David and his team to help with. With his vast experience working for insurance companies, he can always provide a benefit to policyholders on their claims.

Brittany has been working in project management and administration in the construction industry for over 15 years. After receiving a B.S. in Landscape Architecture from Arizona State University, she spent her career collaborating with executives, architects, homeowners, and subcontractors on a variety of projects ranging from large-scale commercial landscape installations to custom-built luxury homes. She is thrilled to bring her experience in diverse project administration to the PCC team!

Micaela moved from Sweden to study hospitality management at Santa Barbara City College. She graduated in 2015 with an AA in hospitality and worked in various customer service jobs before she decided to join the PCC family. Micaela is thrilled to be a part of the PCC team and work with our clients. She is committed to taking extra steps and providing the best possible support for the team and our clients. Outside of work, Micaela likes to spend time on the beach, travel, and try new restaurants, all in the company of her husband and their dog.

Born and raised in Atlanta, Anoop has always had a passion for people and business. With a strong background in automotive and auto finance, working with brands like General Motors and Capital One. He’s spent his career building relationships, supporting dealerships, and helping others grow through trust and connection.He stumbled into public adjusting after helping a friend expand his business with property loss referrals in the hospitality industry, and it unexpectedly became something he truly loved. Fast forward five years, Anoop continues to take pride in standing by property owners, making sure they’re treated fairly and guided through the process with honesty, care, and professionalism.Now residing in Southern California with his wife, beautiful daughter, and three dogs. When he’s not working, you’ll find him outdoors soaking up the San Diego sunshine or watching and playing football.

Victoria holds a B.S. in dental hygiene from Loyola University and is an expert in dental sleep medicine. She has spent her career collaborating with interprofessional health experts to provide holistic, patient-focused care. She brings this same level of client-focused energy and communication skills to the PCC team to make sure we meet clients’ needs during times of great stress.

Uriel Martinez joins PCC with a background in marketing technology, automation systems, and digital operations, helping teams run smarter through streamlined infrastructure, data, and process optimization. With experience across CRM platforms, lead management, and performance marketing systems, he plays a key role behind the scenes keeping operations efficient and scalable.
He acts as a bridge between strategy and execution, translating business needs into workflows, integrations, and automations that reduce friction and allow teams to focus on clients. Uriel combines analytical thinking with creativity to quickly identify challenges, anticipate bottlenecks, and build practical, reliable solutions.
Originally from Uruguay with academic experience in North America, Uriel brings an international perspective and a strong understanding of both the technical and human sides of operations.

Chelsea is a third-generation San Diego native who brings extensive experience and a deep understanding of both construction and insurance to our team. After graduating from San Diego State University, she began her career with a prominent new home builder in San Diego, where she developed a strong foundation in building practices and construction estimating. She later transitioned into the insurance industry, accumulating over 15 years of experience in claims management and oversight with some of the nation’s largest homeowners insurance carriers.
Chelsea’s broad expertise spans insurance, construction, and property management, allowing her to provide comprehensive insight and practical solutions to our clients. Her dedication to excellence and her thorough industry knowledge make her a valued member of our organization.
Outside of her professional pursuits, Chelsea is passionate about the outdoors. She is a licensed NAUI Scuba Diving Instructor and has had the privilege of teaching diving to Navy and Marine personnel in Southern California. In her free time, she enjoys boating, kayaking, paddleboarding, swimming, and diving — taking full advantage of every opportunity to be on or in the water.
